Well that's a lot of questions, but here's a few thoughts. I don't think a plenum can ever be too big. I'd look inside a SPICA airbox for overall guidance. Is that car an Alfetta ( meaning 4 cylinder)? I notice the deDion tube is bolted right to the body. On a GTV6 or a Milano there are spacers between the crossmember and the body.

Well you can move it, but you definitely need to keep it, or something like it. The gasoline in the fuel tank turns into gasoline vapor depending on how hot it is, how full the tank is, and so on.
