May improve bottom end torque, may not. Plenums do funny things in terms of air colum resonances. In my experience air flow through a plenum in a static situation like a chassis dyno may behave completely differently once the car is on the move and especially if the intake gets a little forced induction to occurr by a strategic placement of the intake opening.
It will certainly affect the intake tuned length.
