Is that car an Alfetta ( meaning 4 cylinder)? I notice the deDion tube is bolted right to the body. On a GTV6 or a Milano there are spacers between the crossmember and the body.

Nope, leaving aside the fact that the fuel filler is on the wrong side, the fuel in and fuel out lines are on different sides in the Milano and the GTV6.

Try braking in reverse on a level road. It may be that the steep angle of your driveway is tilting your brake master cylinder resvouir and preventing fluid from entering the brake system.
