how much are U spending....? the right Turbo alone will make plenty more power. You can always change cams or have cam gears machined up later....... just be sure to get a good exhaust mani made up so as to balance the system as much as possible, good intercooler, right compression,...and get the A/...

you can check thermostat in water on a stove. start cold and heat to boiling...thermostat should open fully....easy to see change.

I always start with the thermostat...and check for air in the system by religiously squeezing the hoses as you fill the system...

wild guess: maybe it was part of an oil heating/ cooling water system which was never quite finished (meaning hooked up to the pan in some fashion...or another pan which is no longer present?)
