Hi

Does anyone know if it is possible to install a 75 Power Steering rack into a GTV6 without removing the engine.

I don't think you can do that, just bucause you have to change the cardan and it's impossible to access it with the engine in its place. More over, if the GTV6 is an early one, the holes in the chassis for the steering rack are too small to remove it through those holes.
