Rear Diffuser's

Not sure if spelling is correct on diffusers 
Does anyone know if rear diffusers are fitted would they be street legal, also would they be legal on a race track?
Was thinking of a diffuser design to give the back a little something extra, just very thin plate aluminium painted black.
They would only be really noticeable on a 3qtr angle.
