Exhaust?

It sounds like my 86 GV6’s catalytic converter is making a rattling noise, not connected to revs--it is noticeable mainly at idle. Does this mean it is non-functional? My first thought is to replace it with a straight pipe until the next smog inspection comes around next year, then buy a new catalytic converter. Answers? Suggestions? Thoughts?
