Yes the spark plug body (metal part) must be grounded when doing a spark test.
check connections of the small wires where they connect to the ignition coil as they can get loose and cause a no spark condition.

I pressed the spark plug against the valve cover and cranked - still no spark. I removed the rubber cover from the top of the coil and jiggled the coil wires - still no spark. The wipers and dash lights still don't work, and the fuses still all look okay. Any other thoughts? Thanks a lot.

Have you charged the battery? You can get all kinds of stupid problems with low battery voltage....

Yes, I charged the battery fully with a battery charger.

Do you have any suggestions for how I identify the electrical/ignition problem? I have a voltmeter and a test light, but I'm not sure where to begin.

see if you have power at fuses #6 and 5. check and clean.
see if cigar lighter works.

sounds like a problem with common ground or connector.

Check and clean the ground under dash on drivers side AND clean and check front left engine bay fender ground(little black wires) and the thick black wire engine ground

Even if fuses look ok take them all out clean residue off and put back(replace). Often had this problem with some of cars in storage.

Check the voltage on the coil. is it getting any?
