Fuel System-Momentaty Operation Issue

The motor on my 86 GTV6 stops working after a few seconds of running. The fuel pump is brand new and the motor ran fine after a new fuel pump was installed a couple of days ago.  I have a factory manual and have been working through the fuel system troubleshooting section to resolve this issue.
I'm assuming that the motor is momentarily running off the cold start system.  And the AFM checks out.  When I measured the voltage to the fuel pump, it was just over 12VDC for the short time the motor ran, and then dropped to zero and the motor stopped.  As per the factory manual, I measured the voltage across fuse 4.  This measurement yields no voltage (and fuse is OK).  The factory manual states to replace the relay.  But I performed a checkout of the double relay and it appears to be fine. The manual states to check the "safety switch".  But in looking through the diagrams and description of the fuel system, there is no mention of a "safety switch".  And an examination of my vehicle, I cannot locate anything that appears to be a safety switch.  Since the manual was translated from Italian, I'm wondering if this component is going by an alternate name in other parts of the manual.
